In the near future, I will be introducing legislation making changes to the Pennsylvania National Guard Educational Assistance Program (EAP) under Title 51 (Military Affairs) to help ensure proper distribution of federal and state financial aid. Specifically, my legislation clarifies that grants under the EAP will be applied after the utilization of federal assistance programs such as the GI Bill’s and Federal Tuition Assistance. After federal programs have been applied, EAP grants will be awarded to eligible members for the remaining approved documented expenses up to the maximum amount provided by law. In addition, my legislation will provide that EAP funds are to be used only for tuition/fees, room/board and books as long as such costs are documented by the educational institution. In no case will an EAP grant be paid or refunded to the eligible member for anything other than the costs of pursuing an approved program of education. Excess grant funds will be refunded by the school to the Department of Military and Veterans Affairs (DMVA) for deposit in the EAP fund. My legislation, supported by the DMVA, codifies their interpretation and implementation of the EAP statute. |
