| Subject: | Mandatory Participation in PA One Call System |
| I plan to introduce legislation in the near future to include expanded participation in the “PA One Call” system for all owners and operators of natural gas gathering lines. Act 13 currently requires gathering line operators to participate in only certain aspects of the PA One Call system. As you may know, Act 13 establishes a local impact fee on gas drillers and enhances environmental safeguards. The PA One Call system, established by the Underground Utility Line Protection Law, provides a communication system in which excavators can call a toll-free telephone number to locate underground utility lines or related infrastructure (i.e. electricity, communication, gas, propane, oil, sewage, water, etc.). Act 13 took significant steps forward to protect and enhance public safety and the environment, including requiring gathering line operators to respond to timely requests to identify the location of actually known facility’s points of connection. While it is my understanding many facility owners and operators voluntarily comply with all of PA One Call requirements, I believe it is important to ensure full participation. My legislation will mandate participation beyond the provisions of Act 13, to ensure proactive participation in PA One Call, including specific location registration of all gathering lines. This legislation is one of several proposals recommended in the “Report to the General Assembly on Pipeline Placement of Natural Gas Gathering Lines,” (a requirement of Act 13 of 2012), submitted by Patrick Henderson, Energy Executive for Governor Corbett.
