Subject: Amending Oil and Gas Act to Provide for Permit Approval
 
I am reintroducing legislation that amends Section 3231 of Title 58 (Oil and Gas) of Pennsylvania Consolidated Statutes to clarify that the appropriate professional prepares permit applications under the act. This was Senate Bill 1562 of the 2011-12 session of the General Assembly.

Unlike the act governing coal mining, and several other environmental statutes, Title 58 does not specify that maps and plans must be prepared by licensed engineers, land surveyors or geologists. To rectify that situation, my legislation borrows language from the Municipalities Planning Code that requires plans to be prepared in accordance with the licensing act covering those professions. The goal of this bill is to ensure that plans are prepared by licensed professionals who are practicing within their area of competency.

Co-sponsors of Senate Bill 1562 were Senators Erickson, Ferlo, Mensch, Schwank, Tartaglione and Yudichak.
