Subject: | Gubernatorial Veto Power - Delaware River Port Authority |
In the near future, I intend to re-introduce Senate Bill 1411 from last session. This legislation provides veto power to the Governor of Pennsylvania over actions of Pennsylvania’s Commissioners on the Delaware River Port Authority (DRPA) Board. DRPA’s 16-member board is composed of eight members each from Pennsylvania and New Jersey. The Federal compact that serves as the enabling law for DRPA provides authority to both Pennsylvania and New Jersey to enact legislation providing veto power to their respective Governors. Although New Jersey has enacted veto power for its Governor over actions of New Jersey Commissioners, Pennsylvania has not followed suit. We have witnessed the recent effectiveness of the veto as exercised by Governor Christie of New Jersey. It is my belief that this legislation will provide a greater level of accountability for DRPA, which owns and operates four major toll bridges linking Philadelphia to Southern New Jersey and the PATCO commuter line. |
