Subject: Prohibit the Attorney General from approving the Camelot LLC Lottery Contract
 
To all members of the General Assembly,

In the near future, I will be offering a bill to amend the Commonwealth Attorney’s Act (Act 164 of 1980) to prohibit the Attorney General from approving the contract between the Commonwealth and Camelot LLC until a study is conducted on the impact Keno will have on the Gaming Law.

Specifically, this bill would amend Section 204, Subsection F: (f) Deeds, leases, contracts and fidelity bonds.—The Attorney General shall review for form and legality, all Commonwealth deeds, leases and contracts to be executed by Commonwealth agencies;

As we all know, the Gaming Law was adopted to reduce property taxes in the Commonwealth. Most taxpayers receive an annual property tax reduction of at least $200 thanks to the Gaming Law.

If the contract between the Dept of Revenue and Camelot would be approved, Keno would be implemented in PA.

It is the general impression that Keno will greatly cut into the slots activity in our casinos throughout PA. If there are less dollars going into the Gaming Fund, this will create a backdoor tax to all residents of PA. Property taxes will rise, due to the implementation of this contract.

Due to the short timeframe the Attorney General has to authorize this contract, I am hopeful this bill will be fast-tracked for consideration. The implications that this contract potentially has warrants further study and consideration. The General Assembly is well within their rights to direct the Attorney General in this fashion.
