Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: January 29, 2013 01:57 PM
From: Senator John N. Wozniak
To: All Senate members
Subject: Children's Benefits

In the near future I will be re-introducing legislation requiring the provision of a child’s birth certificate to receive benefits.

No child or mother of a child, when applying for or receiving benefits concerning the child, shall be eligible for benefits from a State program unless the mother of the child provides to the department administering the benefits a copy of the child’s birth certificate that shows the names and Social Security numbers of the child’s father and mother.

This bill is not intended to deny any child the benefits afforded by the State. It is designed to make sure both parents are identified on the child’s birth certificate and to enforce personal responsibility on behalf of the parents.

This bill was introduced last session as SB 1160. Senators ALLOWAY, FONTANA and BREWSTER were previous sponsors of the bill.

If you have any questions regarding this bill, please contact Josh Myers of my staff at 787-5400 or by email to jmyers@pasenate.com. Thank you for your consideration.

Introduced as SB657
