Subject: Small Games of Chance Act
 
We will soon introduce legislation to amend Act 2. It will allow clubs & non profit charitable organizations to use 50% of their proceeds for operating expenses. Our proposal will expand the law to permit licensed establishments (taverns) to offer small games of chance with these additional requirements:
  • Twenty percent (20%) of their weekly gross game revenue shall be donated to a charitable organization identified in the license application
  • An assessment of thirty percent (30%) of their weekly gross game revenue shall be paid to the general fund.
Our legislation will accomplish three goals. First, it will address the issues raised by the clubs and non profits with respect to increasing the percentage that they may use for operating expenses under the Small Games of Chance Law. Second, it will permit restaurant licensees (taverns and restaurants) to offer small games of chance in their facilities. This is an attempt to level the playing field with respect to all liquor licensees. Third, it will further increase charitable donations and provide for a recurring revenue to our general fund.
