Subject: Game Commission regulations subject to Independent Regulatory Review (IRRC) process
 
I plan to introduce legislation which would require regulations proposed by the Pennsylvania Game Commission (PGC) to fall under the scope of the Independent Regulatory Review Commission (IRRC).

As you know, IRRC is an agency responsible for reviewing regulations proposed by state agencies, ensuring statutory authority exists to enact the regulation and a thorough and transparent analysis is conducted of its potential impact on the Commonwealth.

Under the Regulatory Review Act (Act 181 of 1982), the PGC is specifically exempted from review by IRRC. My bill would remove that exclusion and make PGC regulations subject to the same review currently required by nearly all departments, boards, commissions, and agencies in state government.

I believe PGC regulations should be subject to this review, which provides transparency in the development of regulations and allows valuable input from the public and the General Assembly.
