MEMORANDUM

Posted: January 11, 2013 12:04 PM

To: All Senate members
Subject: Electricity Meter Lending Program

In the near future I will be re-introducing legislation which will establish the Electricity Meter Lending Program. Electricity Meters are devices into which you plug household appliances. They measure how much energy each appliance is using. The use of these meters allows people to determine which of their appliances are energy efficient and which are not. Inefficient appliances can be either modified or replaced, saving energy and money. The more these meters are used, the more people will gravitate towards EnergyStar® and other efficient appliances.

This bill will create a fund to give grants to libraries to purchase Electricity Meters. People can go to their local library and just check out an Electricity Meter at the same time they are checking out, say, Paris Hilton’s essays on Sophocles. They could check their appliances and return the meter within a couple of weeks. This bill would go a long way towards ensuring that all Pennsylvanians have the knowledge to make intelligent and economic energy choices.

Introduced as SB539
