Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: January 8, 2013 10:24 AM
From: Senator Robert D. Robbins
To: All Senate members
Subject: State Athletic Commission

In the near future, I will be re-introducing legislation that would amend Title 5 (Athletics and Sports) by making several changes to the State Athletic Commission’s role in the oversight of professional and amateur boxing competitions. Specifically this legislation would:
  • Authorize the State Athletic Commission to enter into interstate compacts/agreements, as authorized by federal law, to supervise professional boxing in states with no commission or on tribal reservations.
  • Remove the ages for amateur boxers specified by statute in favor of conformity with ages permitted by local amateur boxing association rules, as approved by the Commission.
  • Give the Commission authority to set glove weights by regulation.
  • Clarify that a professional wrestling promoter produces, arranges or stages professional contests and exhibitions.
  • Permit the option of a certified registered nurse practitioner to be at ringside, in lieu of physician attendance at wrestling events.
  • Eliminate the bonding requirements for athlete agents who recruit professional athletes only and who are registered with a professional players association as an agent.
  • Give the Commission authority to impose civil penalties on wrestling promoters who violate the Act.
  • Clarify the Commission’s authority as it relates to binding arbitration of contractual disputes.
This legislation will be the same as Senate Bill 632 of the last legislative session. Previous cosponsors were Senators: Alloway, Costa and Fontana.

Introduced as SB635
