Prescription drug abuse is a growing problem. According to national statistics nearly 6-million Americans abuse prescription drugs. The National Community Pharmacists Association estimated the impact on U.S. health care costs to be more than $100 million. The Drug Enforcement Agency has placed Pennsylvania on the list of states that have been hit hardest by the rise in prescription drug abuse. In order to combat prescription drug abuse, I am reintroducing the following legislation from the 2011-12 legislative session. Senate Bill 788 amends Title 18 (Crimes & Offenses), in theft and related offenses, grading as a third degree felony the theft of prescriptions or prescription order forms and defining the crime as unlawfully taking possession of or exercises control over a prescription or prescription order form for a controlled substance. Previous co-sponsors were Senators Brewster, Browne, Fontana, Kasunic, Mensch, Rafferty, and Tartaglione.
