Subject: Recreational Vehicle Amendments to the Board of Vehicles Act
 
In the near future I plan on introducing legislation that would amend the Board of Vehicles Act pertaining to the sales of recreational vehicles at shows and other events in the Commonwealth. My proposed language would further define out-of state recreational vehicle dealers and clarify requirements for an entity to exhibit in the Commonwealth.

Currently, dealers from states that do not provide for reciprocity show and sale opportunity agreements with the Commonwealth may set up “shell” dealerships in contiguous states with reciprocity for the sole intent of participating in shows and other sales events within the Commonwealth. As some contiguous states do not define what constitutes a fully functioning dealership, the consumer may believe they are buying from the full service dealership location in a state contiguous to the Commonwealth. However, in truth the actual dealership and facilities necessary to service the recreational vehicle may be states away.

This bill will ensure greater protection for consumers at Pennsylvania recreational vehicle shows and will provide equal requirements for in-state and out-of state dealers. For instance, it would require out-of-state dealers claiming a contiguous state exemption to demonstrate that recreational vehicles have been inventoried and offered for sale and sales were consummated and finalized at that location.
