Subject: Licensure of Plumbing Contractors
 
In the near future, I will be reintroducing legislation that would provide for statewide licensing of plumbing contractors.

The licensing of plumbing contractors is not required currently in Pennsylvania. Municipalities enforce the Uniform Construction Code and generally regulate plumbers. My legislation would provide for the statewide licensing of plumbing contractors and establish minimum standards that individuals who provide plumbing services must meet. This legislation is not only a consumer protection measure but would also protect the job industry for qualified plumbers.

This bill would also establish the State Board of Plumbing Contractors within the Department of Labor and Industry. The board would be responsible for promulgating new and existing policies, presiding over possible violations of the licensure rules, and overseeing any changes in rates or other administrative matters. Licenses would be renewed biennially and would be transferrable with other states’ licenses.

This legislation was SB 1233 of the 2011-12 session. Previous cosponsors include: Mensch and Tartaglione.
