MEMORANDUM

Subject: Urging Congress to Acknowledge Russia’s Meddling in the 2016 Presidential Election and to Secure U.S. Elections from Future Interference

One of the greatest principles of American democracy is the promise of free, fair, and frequent elections. When the United States Department of Homeland Security confirmed investigative findings that pointed to Russian hacking attempts of election-related computer systems in at least 21 states, including Pennsylvania, during the 2016 presidential election, it became clear that the integrity of our elections has been compromised.

Since then, an overwhelming amount of evidence of Russian interference has come to light. Daniel Coats, director of National Intelligence, stated that his agency has been clear in their assessments of Russia’s “ongoing, pervasive efforts to undermine our democracy.” It is irresponsible to do nothing in response to these efforts. As such, I will be introducing a resolution urging Congress to definitively acknowledge Russia’s involvement in attempting to subvert our rights to a fair election. Securing our elections should not be a partisan issue. The people of the Commonwealth, and America, deserve a system they can put their trust in.

While some may refuse to believe the overwhelming evidence of Russian meddling presented by the U.S. intelligence community, the Department of Justice, and the House and Senate Intelligence Committees, it is crucial that Congress as a whole finally holds Russia accountable to these undeniable facts and works to secure and strengthen our electoral system. The American people need the assurance that no foreign power may ever again influence or hijack the democratic process in the United States. Please join me in co-sponsoring this important message to Congress. Thank you.
