Subject: Co-sponsor Memo - Commonwealth to commission a study to show how Pennsylvania sells and leases it' s properties.
 
I plan on introducing legislation that will require The Commonwealth to organize a commission to study the way Pennsylvania sells and leases its properties. They will formulate a report and make a recommendation on how properties will be sold and leased in the future. The intention of the commission is to maximize the revenue of the sold and leased properties to the Commonwealth.

The Majority and Minority Leader of the House will each appoint one member of the commission, the Senate majority and minority leader of the Senate will each appoint one member. The Governor will appoint two members and the Speaker will appoint a member of the House and the Senate Pres Pro-temp will appoint a member of the Senate. The majority and minority chairman of the State Government Committee in the House and Senate will be non-voting members of the commission.

The commission shall be formed within 90 days of the passing of the legislation. Shall meet over a period of no more than 4 months and vote on a final report to be issued to the General Assembly in the 5th month. The commonwealth shall not market or enter into any new sales agreements/ leases during a moratorium period of 9 months from the date the bill is signed into law.
