Subject: Centralized PASSHE Board of Governors
 
I intend to introduce legislation to centralize the Pennsylvania State System of Higher Education (PASSHE) Board of Governors (Board).

Specifically, this proposal repeals and replaces the structure and duties of the PASSHE Board of Governors. The new centralized Board will:
  • Establish Human Resources Department for all member institutions;
  • Establish the powers and duties of the member institutions’ council of trustees that oversee day to day member institution operations;
  • Define the mission of each member institution;
  • Adopt strategic plans for the System and member universities;
  • Submit a budget to the General Assembly for the System and member institutions; and
  • Approve and adopt degree programs for member institutions.

The centralized Board of Governors will consist of nine individuals. Eight members are appointed by the Governor, the House Speaker, House Minority Leader, Senate President Pro Tempore, and Senate Minority Leader. The remaining member is a faculty member appointed by their peers. The member institutions will be administered by a nine-member council of trustees.

This centralized system is modeled after the Florida State University system.
