Subject: Homeowners Freedom Act - HB 1776

In the near future, I will be introducing legislation that will make use of the recently changed language in the Pennsylvania Constitution.

Unlike our prior approach, no Sales Tax expansion will be necessary under this approach. Through an increase of 1% in the Sales Tax and an increase of 1.69% (4.76% total) in the Personal Income Tax, we will be able to provide FULL ELIMINATION of school property taxes for all owner-occupied properties in Pennsylvania. (These properties are often referred to as "homesteads and farmsteads" in legal-ese.)

We have tried for years to provide elimination of all school property taxes for ALL types of properties but have not been successful in our efforts. With the change to our Pennsylvania Constitution, we now have the opportunity to focus those efforts on eliminating school property taxes on owner-occupied properties and encouraging home ownership in Pennsylvania.
