Subject: Resolution – Section 27 of Article 1 of the Constitution of Pennsylvania
 
In the near future, I plan to introduce a resolution recognizing May 18, 1971, the date on which a voter referendum was successfully passed providing for the adoption of Section 27 of Article 1 of the Constitution of Pennsylvania, which guarantees Commonwealth residents the right to clean air, pure water, and the preservation of our natural resources.

During the late 1960s and early 1970s, as the nation’s environmental consciousness grew, various environmental, outdoor recreation, and volunteer organizations came together in an effort to seek effective solutions relative to the cleanup and protection of our natural resources. It was through that spirit and enthusiasm that on February 15, 1971, the General Assembly approved an amendment to the Constitution of Pennsylvania guaranteeing that all residents of the Commonwealth “have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment.” During a public referendum on May 18, 1971, the majority of voters gave final approval to the amendment.

I hope you will join me in supporting this resolution that not only recognizes the ratification of the constitutional amendment, but highlights the importance and responsibility of all Pennsylvanians in being a steward for the Commonwealth’s natural resources.
