House of Representatives
Session of 2017 - 2018 Regular Session

MEMORANDUM

Posted: February 22, 2018 10:50 AM
From: Representative Jonathan Fritz
To: All House members
Subject: Reforms to the Oil and Gas Regulatory Requirements

Please join me in cosponsoring legislation to implement a series of reforms regarding how the Department of Environmental Protection (DEP) regulates oil and gas operations.

One of the major points of contention in the legislature this session has been regarding reforms to the regulatory program that oversees oil and gas operations. The protection of public health is the primary objective of DEP, but there are instances where the environmental requirements doesn’t make sense. While there are many areas of DEP’s Oil and Gas Program, including requirements from both statutes and regulations, that I believe need to be addressed, this legislation will focus on three specific items, each of which has bipartisan support:
  • Extending the term for well permits from one year to three years.
  • Allow for a single well permit to apply to multiple wells on a single pad.
  • Allow the final location of a well location to within 50 feet of the specific location identified in a well permit application.

I look forward to working with you to advance these important reforms.
