Subject: Promote Work and Community Engagement Among Medical Assistance Beneficiaries
 
Please join me as a co-sponsor of legislation to promote work and community engagement among non-elderly, non-pregnant adult beneficiaries of Medical Assistance who are eligible on a basis other than disability.

Under the bill, the Commonwealth will apply to the federal government for approval of a waiver under Section 1115 of the Social Security Act to require work or community engagement as a condition of eligibility for Medical Assistance. To ensure compliance with federal requirements, this bill is designed to follow the policy announced by the Centers for Medicare and Medicaid Services on January 11, 2018.

Once approved by the federal government, the program be critical to promoting better mental, physical, and emotional health in furtherance of the Medical Assistance program objectives.

The policy goals of helping individuals and families rise out of poverty and attain independence aligns with the current work requirements applicable to the Temporary Assistance for Needy Families and the Supplemental Nutrition Assistance Program.
