To: All House members
Subject: Require repayment of attorney fees incurred for sexual harassment case that ends in a guilty verdict or civil liability determination.
 
In the near future we plan to introduce legislation which would require repayment from the individual for any attorney fees (in-house or otherwise) incurred for a sexual harassment case or other related matter that ends with a guilty verdict or a civil liability determination. This legislation would apply to any employee of the Commonwealth, Member of the Legislature, Executive Office, or State Courts.

Everyone is entitled to due process and a fair trial and this legislation will not infringe upon that right. This legislation will, however, require that a guilty or liable party be held accountable to the taxpayers of Pennsylvania and require that they repay any costs and/or fees associated with their representation that were paid for with taxpayer dollars. The citizens of Pennsylvania should not be held financially accountable for the personal misconduct of any employee of this Commonwealth. Particularly when that misconduct relates to sexual harassment.
