Subject: Legislation Recognizing an Unborn Child as a Person in Homicide by Vehicle Incidents
 
Pennsylvania law has long protected human life from the time of conception. Our Abortion Control Act reaches as far as the courts allow to protect the unborn. Our murder and manslaughter statutes specifically apply to the killing of an unborn child. Yet, for some reason, Sections 3732 and 3735 of the Vehicle Code (Homicide by Vehicle, Homicide by Vehicle while DUI) do not apply to the unborn. Recently in my district, an impaired driver's car struck and killed a pregnant woman. She and her baby both died. In spite of the loss of two lives, the district attorney was only able to charge the defendant with the death of the mother.

In the near future, I intend to introduce legislation which will correct this by defining "person" in the above statutes to include recognition of an unborn child as a person deserving of the protection of our laws. Please join me by co-sponsoring this legislation.
