Subject: Co-Sponsorship: PA Solar for All
 

In the coming weeks, I will be introducing the “PA Solar for All” bill in an effort to bring more solar energy development and more green jobs to every region of our great Commonwealth.

Across Pennsylvania, our constituents ask us to find new ways to make clean energy options and green jobs available in all our communities. Too often, solar energy opportunities are built either out of state or mostly in our more affluent communities. To address this, my PA Solar for All bill will accelerate solar development in Pennsylvania by:
  • Authorizing Pennsylvania's electric utilities to develop pilot solar initiatives that enable low income customers to share in the value of solar energy production;
  • Permitting Pennsylvania public utilities to offer special rates on a competitively-neutral basis where customers can fund local solar development through their voluntary charges on their distribution bills;
  • Clarifying Pennsylvania law to allow electric utilities to build, own, and operate Pennsylvania based solar projects to meet their obligations under the AEPS law; and
  • Allowing utilities to recover the costs of incentive programs to customers to encourage the installation of "smart" inverters and battery storage systems that can promote greater reliability and use of solar on the grid.

    With that said, the PA Solar for All bill will encourage Pennsylvania's electric utilities to promote new Pennsylvania based clean energy development in our communities -- especially our disadvantaged neighborhoods.
