Subject: School Zone Safety
 
In the near future, I plan to introduce legislation amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes for the purpose of strengthening school zone safety.

Safe Kids Worldwide, a nonprofit organization dedicated to the protection of children, reported a 13 percent increase in the pedestrian death rate for 12-19 year olds in 2015. Furthermore, 284 teens in this age group were killed while walking, which amounts to more than five pedestrian deaths every week. These alarming figures demand legislative action in our Commonwealth.

Therefore, my proposal seeks to enhance school zone safety by implementing the following:
  • Increasing penalties for careless driving, failure to stop for a school bus, and speeding in a school zone;
  • Requiring the Pennsylvania Department of Transportation (PennDOT) and local authorities to paint and maintain school zones semiannually;

  • Placing rumble strips in school zones on certain roadways;
  • Requiring local authorities to submit student travel plans to PennDOT in order to determine if school zones should be established; and
  • Requiring PennDOT to advertise the importance of school zone safety prior to the beginning of each school year.
