Subject: Modified golf cart use on certain trails
 
In the near future, I intend to reintroduce legislation that would amend Title 75 (Vehicles) to permit the operation of modified golf carts on certain trails.

Under current law, all snowmobiles and all-terrain vehicles (ATVs), except those used solely for business or agricultural purposes, need to be registered and titled with the state Department of Conservation and Natural Resources (DCNR). Unfortunately, current law does not provide registration of modified golf carts. Modified golf carts provide a fuel efficient and environmentally friendly way to take advantage of trails throughout Pennsylvania. Without state registration, modified golf cart enthusiasts are unable to attain appropriate insurance and cannot access privately operated trails. My proposal would simply add modified golf carts to Chapter 77 (relating to snowmobiles and all-terrain vehicles) to allow for their registration by DCNR.

Under my bill, the owner of a modified golf cart would be permitted to operate the golf cart at a speed of 25 miles per hour or less on any trail that is designated and marked by DCNR for modified golf cart use or on which the owner has been given specific permission to use. Registration would be optional and would not hinder the use of golf carts on golf courses.
