Subject: Co-Sponsorship: SUBSTANCE ABUSE EDUCATION & DEMAND REDUCTION FUND
 
In the near future, I intend to introduce a legislative proposal that would amend the provisions of Title 18 that are concerned with the Substance Abuse Education and Demand Reduction Fund.

Briefly, my legislative proposal would increase the mandatory cost the courts automatically access individuals convicted, adjudicated delinquent or granted Accelerated Rehabilitative Disposition (ARD) for violations of The Controlled Substance, Drug, Device and Cosmetic Act and driving under the influence of alcohol or a controlled substance. The current assessment is $100. My legislative proposal would increase the assessment to $150. Furthermore, my proposal would extend the assessment to individuals convicted of other criminal offenses, including; among others, burglary, robbery, theft, retail theft, forgery, assess device fraud, identity theft, bad checks, and several other offenses that are specific to minors.

My legislative proposal would also add school districts to the definition of “eligible organization” in order to make school districts eligible for grant funds. Consequently, funds generated from the additional assessments would be deposited into the Substance Abuse Education and Demand Reduction Fund, and made available to school districts as annual grants. The grant funds would be used to provide students with comprehensive school-based, age appropriate instructions on substance abuse prevention and intervention, and to educate teachers and other appropriate school district employees on the dangers of substance abuse, the misuse and abuse of prescription drugs by youth, and substance abuse prevention and intervention.
