Subject: Resolution to Conduct a Study on Expanding the Availability of Natural Gas in Pennsylvania
 
In the near future, I plan to re-introduce legislation from last session (House Resolution 316) that would direct the Legislative Budget and Finance Committee to conduct a study on the issue of expanding the availability of natural gas to Pennsylvania homes, businesses, nonprofit organizations, and units of government in the most cost-effective manner.

Natural gas production in Pennsylvania has dramatically increased in recent years. In 2013, the Commonwealth became the second largest producer of natural gas in the United States and one of the largest natural gas producers in the world.

The exploration, production, distribution, and use of natural gas in Pennsylvania has stimulated economic development, produced environmental benefits, and created and preserved employment in the Commonwealth. Notwithstanding the substantial positive economic impact, there are geographic limitations on the availability of natural gas in Pennsylvania. Current deficiencies in natural gas infrastructure have limited opportunities for economic development, job creation, and environmental improvement in some areas, thereby precluding many businesses and residents of the Commonwealth from sharing in the benefits created by the increase in the production of natural gas in Pennsylvania.

This study would help to determine how the Commonwealth can best facilitate the expansion of natural gas service to homes, businesses, nonprofit organizations, and units of government by supporting the installation and enhancement of natural gas infrastructure, thereby offering greater benefits to all areas of Pennsylvania.
