Subject: Resolution providing for conduct of committee chairmen and action by the Speaker (Former HR 515)
 
In the near future, I plan to reintroduce a resolution recognizing the General Operating Rules of the House, providing for enforcement of the Rules in the conduct of standing committee business and action by the Speaker.

The General Operating of the Rules are adopted by the House of Representatives in order to conduct the business of the people of the Commonwealth in a civil, orderly, respectful, and structured manner. The Rules apply not only on the Floor, but also in the conduct of standing committee business. Unfortunately, these Rules are not always enforced or are only enforced selectively, as was apparent numerous times in previous sessions, especially in one committee where the Chairman was often disrespectful to committee members who were trying to speak. In order to prevent this in the future, this resolution will provide for the enforcement of those Rules and for censure, sanction or other punishment by the Speaker as deemed appropriate upon a chair or minority chair of a standing committee who is disrespectful or uncivil to any member of a standing committee or who otherwise transgresses the Rules of the House.
