Subject: | Charter School Funding Formula |
In the near future, I plan to re-introduce House Bill 1232 of 2015-16, which would exclude certain items from the formula to determine charter school funding. This legislation would add to the list of items that are currently excluded when determining charter school funding. These items include: 1) The amount paid to charter and cyber charter schools for resident students attending such schools; 2) The full employer’s share of retirement contributions paid to the Public School Employees’ Retirement System; 3) Programs and services, to the extent they are funded from Federal funds; and 4) Programs and services, to the extent they are funded from the proceeds of competitive grants from private or public sources or from contributions or donations from private sources. This legislation is intended to create a more fair funding formula with respect to charter schools. For instance, since competitive grants are not a part of the school district’s operating budget and are restricted to specific uses, such grants should not be considered when establishing charter school funding.
