MEMORANDUM

Posted: January 10, 2017 03:04 PM
From: Representative Thomas P. Murt
To: All House members
Subject: Establishing the Opticians and Contact Lens Technicians Licensing Act (Prior HB 1088)

I am planning to introduce legislation to establish the Opticians and Contact Lens Technicians Licensing Act. My legislation will require those who fill prescriptions for eyeglasses and contact lenses to be licensed by the State Board of Optometry.

Opticians and contact lens fitters prepare and dispense eyeglasses and lenses pursuant to a prescription from a physician or optometrist. Opticians and contact lens fitters must interpret measure, adapt, fit and otherwise adjust these lenses and eyeglasses in order to achieve the desired result of the prescription. However, they are not currently required to be licensed.

My legislation will establish qualifications required to obtain licensure and give the Board of Optometry the authority to regulate the practice in order to safeguard public health and safety.
