Subject: Marcellus Shale Severance Tax Combines with the Shale Impact Fee
 
In the near future, I plan to introduce legislation imposing a severance tax on natural gas extraction in the commonwealth.

As the cost of meeting our obligations to public education and human services continue to challenge existing resources, we should discuss and debate a severance tax before even considering raising income or sales taxes

More specifically, my legislation assesses a tax of 3.5% of the gross value of units severed at the wellhead. This is in conjunction with our very popular current Impact Fee and leaves it unchanged. By keeping the existing impact fee it will continue to benefit the local governments in the shale region and our statewide environmental programs.

The revenue is dedicated to help us meet the obligations of our underfunded pensions, and to find a way that rural communities who benefit from Pennsylvania State Police protection can contribute to the costs, by splitting the new revenue between the Pennsylvania State Police and the school teacher pension deficits.
