Subject: Social Impact Assessments Legislation
 
In the near future, I will be introducing legislation that establishes a formal process to be used for considering the public costs and benefits of proposed legislation, similar to a fiscal note. It shall be called a Social Impact Assessment. The assessment will create a means by which community leaders, developers, local officials and concerned citizens will have access to vital information regarding proposed legislation.

It begins with a report that assesses the following; the fiscal, employment, environmental, housing and community growth impacts of an area. Depending upon the focus of the proposed policy, each impact assessment will be scaled up or down in importance.

A social impact assessment is necessary for understanding the long term effects of various legislative initiatives. We can no longer go forward with enacting laws without a more sound understanding of how those laws will affect the communities in our districts. I hope you will all join me in co-sponsoring this important legislation. In doing so you will provide a crucial tool for helping shape the future of the Commonwealth for the better.
