MEMORANDUM

Posted: December 7, 2016 09:56 AM
From: Representative Jake Wheatley, Jr.
To: All House members
Subject: Out-of-School Suspension Prevention

In the near future, I intend to reintroduce legislation – former HB 2292 - that would prevent students, grades k through 8 from out-of-school suspension except under extreme circumstances. This form of punishment tends to exacerbate behavior problems and lead to academic setbacks. Providing students with one day or multiple days off from school doesn’t serve as a punishment for most kids. This is especially true for students that may have been already hostile towards the school setting. Out-of-school suspension often leaves kids unsupervised and at home, unable to learn appropriate behavior.

This legislation would encourage teachers and principals to reevaluate student disciplinary actions. It will also serve as a means to negate the unfairly applied out-of-school suspension, where minority youth are suspended at greater rates than non-minority youth.

Please join me in supporting this legislation to help reduce the number of students that receive out-of-school suspension and to encourage behavioral and academic growth throughout the Commonwealth.
