| Subject: | Introduction of Legislation - Philadelphia Parking Authority Sunset |
| Although the 2015-2016 legislative session is nearing Sine Die, I will introduce legislation to sunset certain provisions of Title 53 (Municipalities Generally) of the Pennsylvania Consolidated Statutes. Specifically, my legislation would sunset the applicable provisions of Title 53, which make the Philadelphia Parking Authority (PPA) an instrumentality of the Commonwealth and which govern the operation of taxis and limo's in a city of the first class: Philadelphia. The idea to sunset Commonwealth control of the Philadelphia Parking Authority was the subject of a recent editorial in the Philadelphia Daily News. That editorial questioned the feasibility of allowing the PPA to remain under State control in light of the PPA’s ongoing operational, personnel and legal challenges; including one which forced the ouster of the executive director over alleged sexual harassment of a subordinate and a PPA policy, which allowed an individual to be employed as a consultant to circumvent pension restrictions. The question is should the PPA be controlled locally or should it continue unfettered as an agency of the Commonwealth? Under my proposal, the Title 53 provisions concerned with the PPA would expire on June 30, 2018. Before the sunset becomes effective, the General Assembly will have sufficient time for deliberation and debate to determine if effective and efficient management of the PPA is best accomplished under the home rule authority of the City of Philadelphia or by an appointed board with little oversight, accountability or transparency.
