MEMORANDUM

Posted: October 11, 2016 03:22 PM
From: Representative Dan Frankel
To: All House members
Subject: Designating the Week of October 31 through November 4, 2016 as "No Place for Hate Week" in Pennsylvania

In the near future, I will introduce a resolution designating the week of October 31-November 4, 2016, as "No Place for Hate Week" in Pennsylvania.

The Anti-Defamation League (ADL) was founded over 100 years ago to “stop the defamation of the Jewish people and to secure justice and fair treatment to all.” Now as one of the nation’s premier civil rights/human relations agencies, ADL continues the fight against anti-Semitism and all forms of bigotry and asks us to “imagine a world without hate.” Through its 27 regional and satellite offices in the United States, ADL serves as an invaluable resource for government, media, law enforcement, educators and the public at large. As part of the organization's educational and outreach efforts, the “No Place for Hate Program” was designed to provide schools and communities with an organizing framework for combating bias and hatred, leading to long-term solutions for creating and maintaining a positive climate. Established in 1999, “No Place for Hate” is an innovative and powerful method for sending a clear, unified message that all students have a place to belong.

“No Place for Hate” is operational in hundreds of schools, organizations and communities throughout Pennsylvania. Schools that take part in “No Place for Hate” create a more welcoming and inclusive environment for students and staff. One of the requirements of participation in the program is adopting a Resolution of Respect. This resolution affirms a school’s commitment to create and foster an inclusive environment – where all individuals feel safe coming forward if they are the victim of hate or discrimination.

This year, the Philadelphia Chapter of ADL will hold its 10th annual Youth Leadership Conference at the Pennsylvania Convention Center on November 3rd. The conference, a collaborative effort between “No Place for Hate” and ADL’s “A World of Difference Institute”, has grown from approximately 100 participants in its first year to an expected 500 participants from at least 45 schools this year. The conference serves as a means for students to gain a better understanding of the value of diversity as well as learning practical ways to challenge bigotry and hate in our schools and communities.

In recognition of the many accomplishments of “No Place for Hate”, I will be sponsoring a resolution designating the week of October 31 through November 4, 2016 as “No Place for Hate Week” in Pennsylvania. I invite all members to co-sponsor this legislation.
