Subject: Selective Service Registration Check Box on Driver’s License Applications
 
In the near future, I plan to introduce legislation amending the Vehicle Code to provide individuals between 18 and 26 years of age who apply for a learner’s permit or driver’s license and are required to register with the Selective Service System the ability to consent to registration by checking the box provided on the application.

The federal Military Selective Service Act mandates that every male citizen of and male person residing in the United States between the ages of 18 and 26 register for selective service so that an adequate armed strength be achieved and maintained to guarantee the security of this nation. To help maintain high compliance rates and to ensure that citizens are aware of the mandatory registration requirement, 40 states, 4 territories, and Washington D.C. have enacted either automatic or optional driver’s license laws. Pennsylvania is not one of them.

My legislation is similar to those passed in 13 other states, 2 territories and Washington D.C., which permits driver’s license and learner’s permit applicants to opt into registering for Selective Service by checking a box on the Department of Transportation application. The language is also gender neutral, so if and when the Military Selective Service Act is amended to require female citizens and female persons to register for Selective Service, the statute will not need to be amended.
