| Memorandum To: All House Members From: Representative Eddie Day Pashinski Date: June 22, 2016 Re: Prescription Drug Donation Program In the near future, I plan to introduce legislation which would create the Prescription Drug Donation Program. This legislation is similar to Senate Bill 1056, Printer’s Number 1324 which was introduced by Senator Solobay in the 2013-2014 Legislative Session. This free-standing act would require the State Board of Pharmacy to establish a voluntary program under which health care facilities may donate unused prescription drugs to vendor pharmacies who repackage and redistribute the donated drugs to community-based clinics which provide primary health care services to financially disadvantaged Pennsylvanians. The prescription drugs may be donated by any health care facility to vendor pharmacies which in turn inspect, repackage and distribute the drugs to approved clinics. Under this legislation, in order for a prescription drug to be donated, it must be in the original unopened, sealed and tamper-evident unit dose packaging. Additionally, this legislation would require that entities volunteering to participate must be approved by the State Board of Pharmacy and comply with all applicable laws associated with safety and procedure.
