MEMORANDUM

Posted: May 3, 2016 01:14 PM
From: Representative Joseph A. Petrarca
To: All House members
Subject: Gas Tax Reduction Legislation

In the near future, I will be introducing legislation to abolish a planned future increase of up to 10 cents per gallon in Pennsylvania’s state gas tax that is scheduled to go into effect January 1, 2017 as a result of Act 89 of 2013. While it is possible that the gasoline refiners and distributors could absorb some of this increase, it is likely that at least a portion of it will be passed on to consumers.

The U.S. Energy Information Administration (EIA) recently announced that Pennsylvania already has the dubious distinction of having the highest state gas tax in the nation. According to EIA, a 51.4 cent state gas tax is included in the price of every gallon of gasoline sold in the Commonwealth. My legislation would delete the increase scheduled to take place on January 1, 2017 and keep the gas tax at its current level.

Since Pennsylvanians already pay the highest state gas tax in the nation, it is my belief that we cannot burden our constituents with another increase beginning January 1, 2017 and it is imperative that we enact this legislation immediately.

Introduced as HB2248
