House of Representatives
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: April 22, 2016 04:27 PM
From: Representative Gerald J. Mullery
To: All House members
Subject: Requiring Members of the General Assembly to Contribute Towards their Benefit Package

In the near future, I will be reintroducing legislation that will amend the Public Official Compensation Law to require all members of the General Assembly to contribute more towards the ongoing costs of their health insurance plan. This legislation is identical to House Bill 1036 introduced last session.

Currently, members of the General Assembly earn a base salary that is one of the highest in the nation and receive annual cost of living adjustments (COLAs). In addition to this high base pay, members enjoy premium health insurance coverage for themselves and their entire families while only contributing one percent of their salary towards this coverage. At a time when families from one end of the Commonwealth to the other are suffering and paying astronomical fees for health insurance, I believe it is essential to bring members’ compensation more in line with the average Pennsylvanian.

Under my legislation, beginning January 1, 2017, each member of the General Assembly shall annually contribute ten percent of the annual cost of their health insurance plan premium. The amount will be determined each year and will be collected as a monthly payroll deduction.

I believe this legislation will allow the General Assembly to save money to invest in vital Pennsylvania programs. It is my sincere hope you will join me in this important effort.
