Subject: Civil Air Patrol
 
In the very near future, I plan on introducing legislation to further enhance the standing of the Civil Air Patrol (CAP), in the Commonwealth of Pennsylvania.

Specifically, my proposal will help maintain support of the PA Wing of the Civil Air Patrol, which the Commonwealth relies on for many important missions by amending Title 51 (Military Affairs). The legislation will have the Department of Military and Veterans Affairs operate as liaison for the CAP and supervise the expenditures of state funding as well as the maintenance and use of Commonwealth facilities used by the CAP. The CAP currently operates out of Fort Indiantown Gap, which is very conducive to the operations and needs of the CAP.

The CAP is comprised of volunteers from all corners of the Commonwealth, who work alongside our state police, fire officials, and other emergency service professionals to help or save the lives of others. As an emergency response entity, the CAP provides air-based missions such as search-and-rescue, disaster relief and humanitarian services.

In addition to its many air-based missions, the CAP offers Cadet Training School and Hawk Mountain Ranger School for ages 12 to 20. Members of the organization contributed over $164 million in man-hours in 2015, but their life-risking valor is incalculable.

Each fiscal year, the funding for this program in the state budget needs to be restored. By codifying the Civil Air Patrol’s state operations in Title 51 under the leadership of the Adjutant General will allow CAP to continue their exemplary work and serve as an investment towards our public safety.
