Subject: Providing Preference on the Civil Service Exam for Individuals with Disabilities
 
­­­­­­­­­­­­­­­­­­­­In the near future, I plan to introduce legislation that would provide a preference on state and municipal civil service examinations for people with disabilities.

In the United States, there are approximately 56.7 million people living with a disability. Individuals with disabilities desire gainful employment, and possess tremendous talent and skills, but all too often they face many barriers in the process of obtaining employment. In 2014, the unemployment rate for individuals with disabilities in the United States was 12.5%, twice the figure of those living without a disability (5.9%). Furthermore, the United States Bureau of Labor Statistics regularly reports that the percentage of working-age individuals with disabilities in the labor force is approximately one-third that of individuals without a disability.

Under current law we rightly offer a 10 point preference on our state civil service exams for veterans. My legislation would provide a 5 point preference upon successful passage of our state exams, and a 5% bonus upon successful passage of our municipal exams for people with a disability.

The reality is that we are graduating too many young people with disabilities from high school- or even post-secondary institutions- and sending them straight to the couch. Even people with a disability who can take and pass a traditional civil service exam are too often not landing a job. We must provide greater assistance to those people who are able to pass such exams, but perhaps due to other disability-related issues may never land at the top of the list.
