MEMORANDUM

Posted: April 6, 2016 10:21 AM
From: Representative Marty Flynn
To: All House members
Subject: Pennsylvania Family Center Network Week Resolution

In the near future, I plan to introduce a resolution designating April 17th through April 23rd, 2016, as “Pennsylvania Family Center Network Week.”

Pennsylvania Family Centers are early childhood, parent education, and family support programs serving families throughout pregnancy until their child is five years old. Family centers promote the protective factors that keep families strong by increasing parent knowledge and practices, providing early detection of developmental delays and health issues, preventing child abuse and neglect, increasing children’s school readiness and academic success, and increasing family involvement in the community.

Pennsylvania invests over $3 million of state funds in 43 family centers throughout the Commonwealth. Over 60% of Pennsylvania’s population lives in the 28 counties served by family centers, of which half are rural and half are urban, and 65% of the families served by family centers are considered high-risk due to low educational attainment, poverty or disability.

All Pennsylvania family centers participate in the “Parents as Teachers” (PAT) home visiting program. PAT’s mission is to provide the information, support, and encouragement parents need to help children develop optimally during the crucial early years of life. This program is federally recognized as an evidence-based model program and meets rigorous standards for effectiveness.

Please consider joining me in recognizing the services provided by family centers by designating April 17th through April 23rd, 2016, as “Pennsylvania Family Center Network Week.”
