Subject: | Co-sponsorship of Legislation- Establishing the Motion Picture Theater Closed Captioning Act |
I will be introducing legislation to require every motion picture theater that operates more than two facilities in Pennsylvania and that has more than five screens to provide closed captioning and descriptive narration for blind or visually impaired individuals, upon request, during at least two showings per week of each motion picture that is offered for viewing at the motion picture theater. This legislation has been enacted in Hawaii and removes communication barriers and provides equal access to persons who are deaf, hard of hearing, blind or have poor vision through reasonable accommodations at movie theaters. It will also help seniors who have trouble hearing, as well as individuals who are learning English as a second language by providing dialogue on screen. I hope you will join me in in sponsoring this legislation to make entertainment equally accessible to all individuals. |
