Subject: Rescue Budget

As a means to swiftly attaining a permanent and positive resolution of the ongoing 2015/16 PA budget crisis, in the very near future we will be introducing a ten-month Rescue Budget.

This bill will direct all general appropriations for the ten-months ending on May 1, 2016, based on existing revenue streams (including non-tax revenues) and cost savings, roughly in accordance with overall cost-to-carry as previously set forth in House Bill 1460 (as passed by the House on December 8, 2015). Because this budget simply directs the Commonwealth's spending, no new taxes or other revenue enhancements will be required, and schools and human services can be immediately funded. We can then turn our collective attention to negotiating a fair and reasonable 2016/17 budget through the customary process, which will soon commence in earnest with the Governor's annual budget proposal.
