Subject: Acid Mine Drainage (AMD)
 
As you may know, acid mine drainage (AMD) is the largest water pollution issue in the Commonwealth; impacting roughly 5,000 stream miles at a of cost of approximately $15 billion. And the legacy of AMD serves a stark reminder of the vital importance of sound environmental protections.

In an effort to promote AMD cleanup, we recently passed SB 875, now Act 47, clarifying liabilities for coal operators who provide water to natural gas drillers for use in their operations. While this new law is an important step towards addressing Pennsylvania’s AMD problem, it does not provide the same clarity to our County Conservation Districts and private firms working to reclaim abandoned mine sites.

Accordingly, in the near future, I will introduce legislation amending our Act 2 “Brownfields” environmental cleanup law to address this liability issue. Please join me in co-sponsoring this legislation. Should you have any questions, please do not hesitate to contact me.
