Subject: Diabetes Educator Legislation
 
In the near future I will be introducing legislation to license diabetes educators under the State Board of Nursing.

According to the Centers for Disease Control (CDC), approximately 29.1 million Americans, or 9.3 % of the U.S. population, have diabetes. Here in Pennsylvania, over 1.5 million have some form of the disease. Complications from diabetes include blindness, heart disease, stroke, kidney disease, nerve disease, and amputations. If current trends continue, 1 in 3 U.S. adults could be diagnosed with diabetes by 2050.

Diabetes education, also known as diabetes self-management training and education (DSMT/E), is defined as a collaborative process through which people with, or at risk for, diabetes gain the knowledge and skills needed to modify behavior and successfully self-manage the disease and its related conditions.

Studies have shown that proper management of diabetes through control of blood glucose levels, diet, and exercise dramatically decreases the likelihood of the occurrence of complications. Licensing diabetes educators will lead to consumer protection and ensure that only safe and competent care is provided to persons who have, or are at risk of developing, this disease.

Licensing of diabetes educators under my legislation will establish minimum standards for patient safety with a specific scope of practice, and recognize the healthcare professionals that can provide all of the elements of diabetes self-management training and education. Healthcare professionals will be able to continue discussing diabetes care within the limits of their practice. In addition, Act 98 of 1998 mandates insurance coverage for diabetes outpatient self-management training and education.
