Subject: Energy Investment Tax Credits
 
In the very near future, we will be introducing legislation to provide incentives to employers who hire Pennsylvania and local workers on projects that will construct oil and gas infrastructure.

Recent proposals for natural gas pipelines through this state have received much attention, and we would like to ensure that any of these projects that move forward provide maximum employment opportunities to local workers. Unfortunately, even during this economic recovery, Pennsylvania’s unemployment rate has climbed above the national rate, and employment numbers in the state’s construction industry have not yet returned to pre-recession levels. Pennsylvania has long boasted an experienced construction workforce, which we believe we must now strengthen and support through legislative efforts encouraging resident and local employment.

Accordingly, our proposed legislation would provide tax credits to contractors that employ workers who permanently reside in the local labor market, which would include any location in Pennsylvania or within 50 miles of the state’s border. Tax credits would be awarded proportionally to an employer’s project costs.
