Subject: Recovery and Impoundment of a Stolen Vehicle
 
I will be introducing legislation that would amend Title 75 (Vehicles), Section 7113, of the Pennsylvania Consolidated Statutes, by adding a subsection related to the recovery and impoundment of a stolen vehicle.

Under my legislation, upon the discovery of a stolen vehicle the police and municipality must attempt to notify the owner for retrieval of the vehicle prior to its removal and storage. If the owner cannot be contacted the vehicle will be taken to a secured location and the owner would be responsible for costs and fees associated with the tow and storage in order to reclaim it. Additionally, any towing company that removes a stolen vehicle without prior police notification would face fines up to $5,000 and be prosecuted for grand theft auto.

This proposal is designed to establish fair towing standards throughout the Commonwealth and give vehicle theft victims the opportunity to avoid incurring costs associated with towing and impoundment.
