Subject: Introduction of separate and individual appropriation bills for some line items
 
In the aftermath of the Governor’s veto of two budget bills – House Bill 1192 on June 30th and Senate Bill 1000 (Emergency Stop-Gap Funding) on September 29th – our school districts and human service providers continue to go without the critical state funding they expect and need.
In that no one can predict when the Commonwealth’s 2015-16 fiscal year budget will ultimately be enacted, and knowing those organizations that depend on state funding cannot continue to wait, I think we need to continue to try to get critical state dollars flowing.
You will recall that on August 25th we attempted to override the Governor’s veto of some of the line items included in House Bill 1192 that were at or near the level of funding the Governor requested in his March 3rd budget. No members from the other side of the aisle broke ranks with the Governor at that time, so the veto override attempts did not secure the required 2/3 vote on the House Floor.
In the near future I will be introducing separate and individual appropriation bills for some of the line items that we attempted to override back in August. A majority vote in the House and Senate can get these appropriation bills to the Governor’s desk. These separate appropriation bills will include:
  1. Rape Crisis Programs in the Department of Human Services’ budget at $9.639 million, along with a related federal appropriation.
  2. Grants to Students (Education Assistance Grants) in the Pennsylvania Higher Education Assistance Agency’s budget at $355.235 million.
  3. Cancer Screening Services in the Department of Health’s budget at $2.563 million.
  4. Farmers Market Food Coupons in the Department of Agriculture’s budget at $2.079 million, along with two related federal appropriations.
  5. This bill will fund Agricultural Research at $1.587 million, which includes $800,000 which is appropriated by the physical code for diagnosis and containment of highly pathogenic avian influenza.These were the amounts included in House Bill 1192.
  6. An appropriation bill to provide the amount of funding included in Senate Bill 1000, the Emergency Stop-Gap Funding bill that we passed and Governor Wolf vetoed, for County Child Welfare services.This bill will be in the amount of $560.905 million and will include related federal appropriations to provide needed children and youth funding to our counties and non-profit providers that have been struggling financially during this budget impasse.
