Subject: Updating the State's Restrictions on All-Terrain Vehicles Relating to Youth Riders
 
I will soon be introducing legislation updating the state's restrictions on all-terrain vehicles (ATVs) relating to youth riders.

Currently, persons ages 8 and 9 are limited to riding ATVs with an engine displacement of 70cc or less. My bill updates that outdated restriction by limiting all youth riders to the age recommendation warning label that is required to be affixed to the ATV by the manufacturer, which is based on speed capacity rather than displacement. This is based on model legislation from the Specialty Vehicle Institute of America and reflects federal consumer safety rules.

For older ATVs that do not contain such a label, the 70cc restriction for 8 and 9 year olds still applies. The bill does not change the current minimum age for riding an ATV on state-owned land, which is 8 years old.
